scope and projectIds are accepted only on /v1/shapefiles; a project route puts the layer in its own project.

Description	string		[optional]
Color	string	Hex colour, for example `#a0a0a0` (the default).	[optional]
Scope	string	`company` or `project`. Required on `/v1/shapefiles`.	[optional]
ProjectIds	List<string>	Required when `scope` is `project`.	[optional]
